GROUNDBREAKING FOR HOWARD COUNTY CIRCUIT COURTHOUSE

(Columbia, MD) – The Howard County Circuit Courthouse Project reached its latest milestone when the Edgemoor-Star America Judicial Partners (“ESJP”) team, along with Howard County, MD, held a groundbreaking ceremony and officially began the construction of the project.
The groundbreaking was attended by a standing- room only crowd of 150+. A series of speeches by several key figures including Howard County Executive Calvin Ball, Senior Judge Lenore Gelfman, County Sherriff Marcus Harris, and ESJP CEO Brian Dugan, stressed the importance of the project in giving Howard County a modern, efficient, secure, and sustainable courthouse where justice and fairness could be upheld.
Following the program, a ceremonial dirt turning occurred to officially mark the next chapter of the project. Also included in the program was the beginning of the demolition of the existing Thomas Dorsey Building, which will be removed from the site to make way for the new courthouse.
When completed, the Howard County Circuit Courthouse will be a 238,000 square foot LEED Silver facility, replacing the existing courthouse which was built in 1843. The project includes construction of a parking garage for nearly 700 vehicles, and sustainable design features throughout. The project reached commercial and financial close in October 2018. Construction of the new circuit courthouse is currently on time and scheduled to be completed in July 2021. After completion, the ESJP team will be responsible for operating and maintaining the courthouse for 30 years.
Star America is an equity investor and co-developer in this innovative Public-Private Partnership project.
