PREFERED BIDDER ANNOUNCED: HOWARD COUNTY MD HAS SELECTED EDGEMOOR-STAR AMERICA JUDICIAL PARTNERS FOR THE CIRCUIT COURTHOUSE P3 PROJECT

(ELLICOTT CITY, MD) – Star America Infrastructure Partners, LLC announces Edgemoor-Star America Judicial Partners, a team comprised of Star America, Edgemoor Infrastructure & Real Estate LLC, Clark Construction Group LLC, Hellmuth, Obata & Kassabaum, Inc. (HOK), Johnson Controls Inc., and Harkins Builders, Inc. has been selected as the preferred bidder for the Howard County Circuit Courthouse P3 Project.

The Star America member team is one of 9 teams which originally submitted qualifications for the opportunity.

“All three proposing teams presented exciting design and maintenance plans for our new courthouse and ultimately the proposal from Edgemoor-Star America was chosen as the best value for the County,” said Howard County Executive Allan H. Kittleman. “This team provided an elegant and well thought out site plan that incorporated an iconic and aspirational design with an honorable and stately building. Their design for our future courthouse will prove to be an architectural landmark that expresses the values and traditions of Howard County’s justice system.”

Howard County is utilizing a P3 structure to replace the current, 175 year-old facility, with a modern, more secure and technologically advanced courthouse to accommodate the needs of an expanding and diverse population. The new Circuit Courthouse will be 237,000 gross square feet, LEED Silver certified, and equipped with additional courtrooms and space for jury and staff. The building will be accompanied by a structured parking facility with 691 spaces.

Edgemoor-Star Judicial Partners will finance the full cost of the project and be responsible for design, construction and 30-years of operation and maintenance of the building. The County will provide $75 million in the form of a completion payment once the new courthouse is open. The County will also provide an annual service payment of approximately $10 million beginning in Fiscal Year 2022, with annual adjustments for inflation thereafter.

Demolition of the current courthouse is scheduled for summer of 2019, with construction of the new Circuit Courthouse beginning in August 2019. The Courthouse is expected to be ready for occupancy in summer 2021.
