December 14, 2018 (Portsmouth, OH) - Star America Infrastructure Partners, LLC announces that the Southern Ohio Veterans Memorial Highway, also known as Portsmouth Bypass, has reached the milestone of Substantial Completion on December 10, 2018 – ahead of schedule and within budget. The project will become the new State Route 823 (“SR823”) for Ohio.
